The doctor of philosophy in public administration program prepares public administration scholars for research and university teaching as well as for high-level public administration professional positions. The program emphasizes both normative and conceptual approaches to value assessments, theoretical assumptions, ethics, and modes of decision making as well as problem-solving skills in management, planning, program evaluation, and policy analysis. While the PhD degree is located in the School of Public Affairs, students are encouraged to tailor a course of study by drawing on faculty from across the university.
